The Thermalright HR-03 Plus is definitely the cooler to beat at the moment. Managing to beat the Zalman VF1000 with the RHS 88 with an ultra low noise 92 mm fan was a pleasant surprise. And with a decent 120 mm fan mounted this cooler is unbeatable in all performance aspects. The fact that the cooling performance of the cooler scales so well means that you can trim the cooler exactly to your needs just by buying a fan that suits your requirements. The only real problem I had with this cooler was making room for it. This was quite hard in my case due to the rather odd layout of my motherboard.

The HR-03 Plus sells for a mere $54.99 which makes it a bargain compared to cooling solutions such as the Zalman VF1000 & RHS 88 option. Since the HR-03 Plus doesn't come with a fan you will need to buy one, but a good 92 mm fan sells for about $15 which brings the total cost of this cooling solution to about $70. Compared to the performance of this particular cooler it's still a good price. So if you are looking for the best performer on the market at the moment look no further than the HR-03 Plus.
