My CPU underclocking even when its not overheating?!

Hello guys,
so basically I have i3-10051 1.2GHz(turbo boost 3.4GHz) laptop with Nvidia geforce MX 110. Casually i play CSGO, and I didnt have any problems with performance and stuff like that for over a year. Problem started to show up recently, past few weeks myb. I have perfect performance and everything is ok when its running on OC withc 2.5-3.4GHz, but problem starts when it underclocks speed to base speed (1.2GHh), Im familiar that myb it was overheating so it underclocks to cool cpu for itself. I measured temp with msi afterburner, hwmonitor, and it was showing around 75-85 degres(celsius), that is when im playing games, and i think thats normal for that level. Anyway i switched thermal paste, cleaned fan, bought cooling pad...temperature is still 75-85 when gaming(normal i think)...I think its underclocking unnecessary for some reason :( IF ANYONE HAS ANY IDEA OR SOLUTION FOR THIS PROBLEM...SHOW ME THE LIGHT PLEASE!!

The brick might not be able to provide enough juice, get a dedicated gaming laptop and not a notebook...
 
Run ThrottleStop. Open Limit Reasons and see if it reports a reason that your CPU is throttling.


Turn on the Log File option and go play a game for at least 15 minutes so you have a record of your CPU performance. When finished testing, exit your game and then exit ThrottleStop. Your log file will be in your ThrottleStop / Logs folder. Attach a log to your next post and post some screenshots of ThrottleStop so I can see if anything is not setup correctly.

What laptop model do you have? Many recent laptops have bizarre and unnecessary throttling problems. Many of these problems cannot be solved. Bad design is everywhere.

Wow, for some reason i played DM 10 min, and for the first time in a while it didnt underclock (the furthest it went was 2.7GHz) but anyway I will upload log file, screenshoot before any drop and after little drop which was nothing btw. :D

Your CPU has a 15W TDP rating. It is designed to power limit throttle so it does not exceed 15W.

You can try checking the FIVR Disable and Lock Power Limits box but there is probably nothing you can do. HP enforces these power limits. They also locked out CPU voltage control.

I just finished playing one competitive game, and im uploading ss of throttlestop, full game was smooth and everything was ok, even my laptop wasnt hot(warm at worst) idk this 97degres was probably one peak and thats it, because i was watching temp was aroung 80 celsius. Its as u said, when my cpu power is under 15W everything is smooth, but when go above 15 it underclocks it to base speed. But with ThrottleStop turned on, it allows it sometimes to go above(15.3W thats max what i saw) but it turns back instantly under 15W and whats good about it, it doesnt underclock when ThrottleStop is turned on. Im wondering if thats ok?

The log file you posted looks good. No signs of any under clocking to base speed. The log file shows that when your CPU is power limit throttling, the CPU MHz is only dropping down to 2800 MHz or 2900 MHz. That is not too bad. When power limit throttling kicks in, the CPU only slows down as much as necessary to keep power consumption under 15W. This is normal.

I'm wondering if thats ok?
Your CPU is running within the 15W TDP limit and it will thermal throttle and slow down if it ever gets too hot. There is nothing to worry about. If ThrottleStop makes your CPU run better and your games play smoother then continue using it. Most people do. :)

yeah, actually throttlestop is preventing cpu from underclocking when its turned on...so basically throttlestop is my solution :D without throttlestop it always underclocks to base speed instantly when power goes above 15W even when its just 15.1W etc...when it goes above 15 its just for 1 second and goes under 15W. Throttlestop just ignores it and it goes back right away so it doesnt underclock...(precious program to me from this moment haha) :)

How can I remove that power limit?
Umm, i Just turned on the throttlestop and it worked for me... When u OPEN throttlestop u have button "turn on".. After u minimize app and thats it, it worked for me...
