gov finally did something useful and opened portal for refugees https://gov.bg/en/ukraine
ofc there are no available english speakers that are able to translate 4 paragraphs of text... so some important info is still in BG but at least there is contact info. they are also organizing transport for refugees to BG.
hope this will be useful for people that want or need to evac.
