CPU-Z. its the standard now.
Realtemp is Intel only and Coretemp is a WIP (but alteast its getting regular updates).
You can take over control of you heatsink fans by installing (and configuring) SpeedFan. You can set up the temp table to spin up fans, although I dont know how it would work with the TEC, if thats a separate connection from the fans than you can leave that alone and just configure the fan control.
Also, if you feel creative, make a cardboard partition (square shaped like a fan) that stretches from your Drivebay fan to the CPU heatsink intake fan, it doesnt have to be perfect just as close as you can make it.
