But honestly, I think HL3 will come out eventually: not today or this year, but probably after Jan. 2016.

People are talking about it almost everywhere, speculate about current development state and all the other stuff, which is a good sign for Valve - people are interested in HL3 and there is definitely a growing demand for it.
Once this phenomena reaches the critical point, we'll see some official announcements, project updates and maybe even a release date.
Regarding the state of present Valve games I have quite a few words to say:
1) TF2 sucks. After it wend FTP the general auditory has changed from friendly gamers who paid $50 for their Orange Box and gets as much fun out of it as possible to a trolling crowd of mostly brainless people. Unless you play on the private server with your friends - you're stuck. In the past 2 years I've installed and immediately uninstalled the game 4 times... and don't get me wrong - I love TF2. Me and my little brother clocked over 250 hours each in the first year-and-a-half since Orange Box release. In all the years after I barely made another 25 hours combined.
2) Portal is getting old. Considering how short both games in this series are I'm pretty sure that everyone who owns it have already played the crap out of it.
3) L4D series is still afloat and it is one of the best co-op games ever, but I can't imagine Valve making the third game any time soon. As a consumer I've only recently got to the point, where I could even justify the purchase of L4D2... mostly because L4D1 servers are empty.
In my opinion Dota 2 is probably the only Valve game that makes sense in year 2015 with excellent FTP+microtransactions model and still growing eSports hype.
