Minimum 1080P & preferably @ 75Hz or more with free sync.
They say 60Hz is satisfactory for vast majority of human eyes to not detect screen flicker, but it's definately not one size fits all. Everyone's different.
I think it depends on distance. That would be bad for the majority of PC gamers sitting in a chair, looking at a monitor (or VR).. but it's not bad at all if you're 10 feet away looking at a 4K screen, sprawled out on your bed/couch.
