- Off - Allows a GPU to render unrestricted by refresh rate and reads multiple rendered images in a single refresh interval. Causes screen artifacts such as image tearing, but has very low latency and high performance.
- On - Limits the GPU display rate to the maximum refresh rate of your display device and avoids image tearing. However, may have higher latency and lower performance due to display rate limitations. Also, stuttering may occur when the GPU display rate drops below the refresh rate.
- Fast-The GPU oparation is unrestricted, similar to VSYNC OFF, but does not cause image tearing because images that exceed the monitor's refresh rate are discarded. provides latency very close to the VSYNC OFF setting, but without image tearing.

- Adaptive - Limits the GPU display rate similar to VSYNC ON, but allows image tearing when the display rate drops below the refresh rate. Good tradeoff between latency and visual clarity.
- Adaptive (half refresh rate) -Limits the GPU refresh rate to half of the monitor's maximum refresh rate. Can reduce stuttering in games with a low number of frames per second.

are u sure it could not be a false setting between GSYNC and your Grapphicsdriver

I was trying to look for it earlier, I searched everywhere and couldn't see it so must assume that it's not a feature, at least with my motherboard.

Since you have a spare monitor, use it for a dual monitor setup, that way you dont need to alt tab out of the games to look over at the monitoring software on the other screen. make a video of the stutter and check the time stamps to cross reference with the event viewer. Use the windows resource monitor to show which programs are at the top of the list for each category ( each tab) during play.

BTW, what games are being played?

  1. certain rgb software or animating modes cause high cpu usage, dont install that trash unless you know how to run it on demand (like having disabled services & scheduled tasks, zero processes... i tried the rgb stuff on someone's asus b450, i was shocked at the trainwreck it caused including adding 10 things to the programs list when all i wanted was mobo+ram lighting control)
  2. certain peripheral (keyboard/mouse) or motherboard software could cause high cpu usage or be poorly coded (you stated you bought new mice, but that doesnt matter anymore if they're the same brand with the same software)
  3. i dont know what mess geforce experience has, i've never tried installing it, while at the same time i further optimize by disabling useless services or processes (i can run with zero processes on both nvidia & amd, nvidia needs one to launch the control panel, amd's can be relaunched after ending it, amd's also triggers the relive processes which can also be ended & relaunched)
  4. i never ever install motherboard or peripheral software anyway, the only thing i did on a recent mouse was use a linux tool to turn off its rgb, luckily the mouse stored the setting in its internal memory so i never had to use the tool again or install windows software
  5. i usually never install sound software either, clean original output is the best, maybe slight eq in an audio/video player but most content is professionally mastered
  6. default windows settings/apps/services are garbage, disable the indexer/disable WU (temporarily)/set to metered connection/firewall everything blocked by default or disconnect the net temporarily... but you tried on 7 so it's possible that's not it
  7. win10 no longer has a 'fresh' install since there are a few options during install, are they all off along with an offline user account? if you installed anything from the mobo's site, it's no longer fresh either
  8. a long time ago in 2008 on ddr2 with p45 chipset when i was overclocking, a lower memory strap setting had stutters even when all other settings were identical... this is an anecdote but sometimes obscure settings show up
  9. tearing will perceptually look like a stutter in many situations, that is why i ALWAYS run vsync (i am also 60hz for reference), i even prefer it stays on when dipping in most games rather than adaptive
  10. minecraft java edition stutters by default, the optifine mod greatly improves the experience but still not perfect
  11. dont have a browser running so the tests are clean
  12. dont use a second monitor connected so the tests are clean
  13. is 970 evo an nvme or sata drive? recently i found out that sata load caused dropouts in my amd relive recordings so it's always possible some non-game load could cause some hardware scheduling thrashing
  14. well you claimed you tried linux, but not which game or if it was using a dx to ogl/vulkan wrapper, or which kernel or distro version or proton or wine version... if vsync was on or off, if the compositor was on & the game was windowed, if you can set the compositor to undirect fullscreen windows (thus letting them run naturally)
  15. you never see stutters on console games? other people's midrange hardware footage of games? what if you record your game at locked 60 then play back the video (make sure it's not too demanding, it should be say at least 70 if vsync was off)
  16. do you leave questionable motherboard bios cpu enhancement settings enabled that cause overvolting or nonstandard clockspeeds? these have been quite a scandal on intel platforms
  17. or you could set a fixed clockspeed just to test
  18. list the exact games because this is not scientific at all & minecraft cannot be perfect
  19. HPET on vs off has an effect as claimed by SOME people in SOME hw combinations, i've always been curious to test that across various gens of hw, but anything i administer or install has never had any consistent performance trouble and/or i usually can solve any trouble

EDIT: fast sync cannot be smooth due to the way frames align to refresh, or at least it's terrible on amd... the only real smooth test is pure fully enabled v or g sync, at a fixed refresh rate, maybe with a fixed capped game framerate with rtss as well

bitdefender did this to me for almost a year, but only in certain games - and quitting it didnt resolve the issue, only uninstalling it did.

that most likely would still depend on the settings, in addition to that kas option that defers during games/full screen applications where it might not detect if borderless, or if that auto rootkit scan is running, even nvme vs sata could make a difference

maybe even vsync vs not affects it, or 100fps vs 200fps

Do you perchance have the GPU with a PCI riser cable?Or maybe put the GPU in the other PCI slot.

Also, no idea if this helps but this is from playing the game.

Water cooled or not - those temps on a 9900k are more like idle temps. If your CPU isn't ramping up, that'd explain a lot. You've also got a dual channel CPU with 4 memory slots filled (though I don't think that would cause an issue). AlI can see is a CPU that isn't working hard to feed info to the GPU. Even GPU limited, a CPU still needs to run.

Maybe post more sensor information from when these problems are occurring. Everything from Hwinfo64 would be useful whilst the problem is happening.

Also suggest running resource monitor or process explorer and then process monitor to check what OS or other apps etc are doing.

I am at work right now but here is a video that I recorded that pretty much sums up how all games run on my PC, this is how they ran on my old PC too. I'll mention this now because I am sure someone will bring it up, but I have the framerate uncapped in this video, it's doesn't matter if I cap the game at 165hz, 144hz or 60hz, I still get the exact same stutters.

I noticed that during the first lockup, the GPU temp went to 89°, then dropped to 0°.

Frankly, the OSD is so blurry, it is hard to see the readings.

Im beginning to think some sort of RF or EM interference. Break out the aluminum foil and wrap all of your cords.

Also, where in the world are you? Is it summer or winter? Do you notice a difference depending on the season? Take a walk around your streets to look for long wires hanging from trees or poles acting as transmitting antennas.

Also, go to Event Viewer, then under Applications and Services Logs, click Microsoft then Windows then look for StorPort.

I mean, I can try that but considering the PC performed the same way at another house, I don't have high hopes for it working.

And I live in the UK, so it's summer. And it happens all the time, it doesn't matter what time of year it is.

Everything is 100% set up correctly.

And I have Event Viewer open and I am currently looking at "StorPort" but not quite sure what I am supposed to be doing with it.

You say this is the second PC that has this issue and you've even taken it to a friend's house where it exhibits the same stuttering problem. Presumably his/hers doesn't have issues?
Perhaps you could call an electrician and explain it all to him, then ask him to do some checks? Being in the UK, I'm 99% certain that your house will earthed, since I'm thinking aloud.
Two PCs with exactly the same problem in the same house and then another leads me to think it's not the machine, but some other external factor.

Power profile set to Maximum performance for GPU? (can be set for individual games in nVidia drivers .. or just always full on in Windows power settings).

Trying minimal CPU load up to 50% at least.

Manual setting of CPU frequency, disabling all and any power saving/turbo enabling features.

Making near flat line GPU OC in the Afterburner.

Some of it does indeed eat power, some of it performance, but also can sometimes help.

And I have Event Viewer open and I am currently looking at "StorPort" but not quite sure what I am supposed to be doing with it.
Can you unplug all of your NVMe storages and barrow/get a SATA SSD AND only have 2 sticks of RAM with JEDEC specifications and then run not so demanding game?
