´Fix your PC' says nothing at all.
I´ll add that this problem is affecting both my gaming PCs and what´s striking is that F,TAB,V and weapon cycle number keys above QWERTY keys work. What don´t work are the movement and action keys.
There doesn´t appear to be an option in game for disabling the controller. I never had one installed anyway and the tricks for disabling HID compliant devices don´t change anything.
This problem only started after the hospital escape where I´m now sitting on a horse looking at the village. During the hospital escape all movement keys worked fine and nothing has changed on either PC since.
I´m looking for constructive help please.

Well obviously it is a game thread and the game doesn't seem to be at fault here, I've never seen such complaint. I have hooked PS4 controller and keyboard at the same time and they both work fine. @basco told the same. Obviously it is the PC config at fault.

Same here, been using PS4 controller + keyboard mouse simultaneously and I can switch freely whenever I want, everything fine.

You could check controller mapping and keyboard mapping, there may be something there, other than that I haven't the slightest clue

Ferrum, you got me thinking of the general PC configuration in terms of keyboard layout which I'll have a look at. I know both my keyboards work with no problems as no other game causes problems such as this, but it's a console port and those do get trickly.

if it picks up a controller... it needs a HW device... what does Steam show in controller department? Otherwise there should be no other things that trigger dlls to use direct input.

Corrupt save game files in the end.
Got a save game from a mate for the first mission and all movement has been restored.
Weird, but I suppose it happens.

Yeah corrupted saves can definitely mess with controls.

I just fired up Dead Space 3 again yesterday, first time since installing W10, and am playing it in 1440p VSR. Looks great and all, but I'd forgotten that Chapter 5 can be buggy with saves. I spent a good while getting near the end part of the Conning Tower optional dungeon style mission, only to have a major problem in backtracking back to the bench near where Edwards blocked the path by messing with the gravity plates.

There's a checkpoint in that little room where the bench is, but with limited ammo I decided to dash past the monsters that appeared just before it in the prior room. I thought I did pretty good to get down a ladder and run past them with minimal damage. Problem was, the checkpoint captured me in a panicked state, holding aim, so I couldn't use the bench, or get up the next ladder. So I quit game and relaunched it, only to find it put me way back at the part where I still had to activate and board the tram while evading the regenerator monster and scorpions.

I just tried launching MGSV Ground Zeroes too again the other day since installing W10, which went fine. It looks like The Phantom Pain I will have to reinstall though.
