Try using pixel clock patcher, after installing them : https://sourceforge.net/projects/amd-ati-pixel-clock-patcher/

i get display and i've played games but because DX10 and 11 are no longer supported I need a newer driver.

Ok in your image there is a white sticker by the pcie blade, get a pic of it, get a pic of the gpu heatsink as well (PULL YOUR CARD OUT OF THE CASE)
