Stuttering issue in video applications with "stable system"

Hello folks. I know that the first thing that comes to mind is: "if it is stable, it wont stutter". but i will try to explain:

i'm have a weird issue in my pc about quite sometime now and i don't know what to do anymore to try to fix it...

Basically all games that requires texture loading causes stuttering every time that it is loading them. in open worlds it happens the most. but even on games like Rocket League, when you open the game or change cars in the MENU, the stutters occurs (independent of graphic options and gpu/cpu usage). I noticed that it diminishes after playing and loading them for the first time. In my mind, it could be caused by the load from the HDD, that was the slowest part in my pc. with that in mind, I have bought a new HD, 7200rpm, that sped up considerably, at least 2x faster than my 7 year old 5400rpm green seagate all other operations, but the problem still persists identically...

The prime examples are: PUBG (texture pop + stutter), GTA (same), ROCKET LEAGUE (always when a new player/car joins match, when changing cars in menu), F1 2017 (just in the begining of race, when loading some txtres).

Other examples like ASSETTO CORSA, even in max settings and with 20 cars on the track, with gpu and cpu usage very high, it basically never occurs. in my mind, that is because after the first load, the game doesn't need to load any other texture.


I have done one more test and noticed one more thing:

Running the games that have the issue in windowed mode + videos in background, I could notice that the stutter don't freeze the entire system, neither the mouse. while playing PUBG and ROCKET LEAGUE, the stutters occured in game but the background video continued to play nice and smooth. Doing an 8 shape with the mouse movement in background I could notice that it did not stutter aswell.

My setup:

16 Gb RAM Corsair Vengeance 1600 cl10
GX650 Cooler master CM edition PSU
Gigabyte 970a UD3P rev. 2 motherboard
FX8370E AMD 8core.

Windows 10 pro OS

So:
here are the list of everything that i have already tried to do:

-reset/remove overclock from cpu, tried underclocking it too
(system is 100% stable in Prime95 and IBT AVX both defaut clocked, overclocked or underclocked)

-reinstall games
-check no to "fullscreen optimizations" in windows 10 options
-set energy options to maximum performance and set cpu to always 100%
-chkdsk - ok
-memtest - ok
-HPET on and off – in BIOS and System
-uninstalling msi afterburner and VFX audio enhancer.
-disabling superfetch, telemetry and other system stuff
-disable and enable nvidia cache shader
-fresh installed win10.
-underclocked and overclocked GPU and CPU. no good
-tried RAM in single and dual channel, both sticks alone, higher timmings, xmp on and off.

-reconnected the cables and gpu. no good.
-switched PCI slots
-tried various setting and power options of nvidia control panel and NV-inspector, like computing mode, changing physics processor, disabling audio, setting everything to performance, quality and all the other options available.
-tried uninstalling the Video drivers, tried with various older drivers.
-disabling HDD caching
-tried HDD in AHCI and IDE modes
-tried all SATA ports

-unplugging my PS4 controller
-disabling OS paging file and setting it to system managed.
-updated BIOS to latest version
-converted HDD from gdp to MBR
-unplugged mouse, headset and keyboard.
-increased resolution to 4K, and decreased to Below FullHD
-tested with HDMI and VGA cable.
-reseted BIOS CMOS
-tried 2400, 2200, 2000 HT link in bios.
-overclocked GPU +50Mhz (stable 1442Mhz clock with +12.5mV overvolt, Max temperature reached 82)
-Bought New HDD.
-disconected the older HDD
-tried disabling windows defender, firewall etc
-disconnected net cable
-locking it to 60 and 59 fps, as well tried to change monitor refresh rate to 59.
-disabled 4 cores of 8 cpu.
-disabled unused mobo and case features - serial port, usb 3.0 and case audio port.
-reconnected all PSU cables and used a specific one for each component, including 2 diferent pci to the GPU.
-set processor power management in advanced power options to 50%, 95%, 99% and 100% min and max.
-Tried HPC and APM in cpu.
-pci Express link state power management in power options to Off, moderate power savings and maximum power savings.
-tried secondary PCI port.
-unplugged internet cable.
-gamemode on and off
-nb speed 1800, 2000, 2200, 2400(which bugs the entire system)
-HT link 1800, 2000, 2200, 2400, 2600
-cpu clock 3.6, 3.9, 4.0, 4.1, 4.2, 4.3, 4.5 - boost and all performance/power saving options on and off
-XMP on and off, channel and rank interleaving on and off, timings on auto and manually setted.
-ram speed 1333 and 1600, timings 10-10-10-27, 9-9-9-24 in 1333, 11-11-11-30.
-vcore auto, 1.33, 1.35, 1.375
-all sata ports
-boot mode uefi and legacy, uefy only, legacy only. other pci - uefi oprom and legacy oprom
-HD audio azalia On, Off. serial port on and off
-sata hot plug on and off
-hpet On, Off
-TESTED ANOTHER GPU and CPU (PNY Gtx970 and FX8300) - same results


CPU temps were at least 10 degrees below the thermal throttle margin
MOBO temps are ok as well, all staying below 61 degrees
GPU mobo is setted at max 80 degrees.
(stutters occurs even in low usage gpu moments like menus and other stuff, even when is under 50 percent memory and buffer usage. It happens too when very much below the thermal margin set, like 55 - 65 degrees)

here are the EXACT times that is cleary noticeable:

0;40 to 0;45 - loading stutters
1:00 to 1;03 - texture popping + stutter
1;06 to 1:09 - texture popping + stutter
1;31 to 1;37 - Big texture popping + Big stutter!

PS: Running benchmarks like 3dmark Firestrike I don't get a single stutter :(

try this:

reboot, and try your game again.
Also, I recommend setting the system page file to a fixed size, like 8000-8000, to the fastest disk you have, preferably ssd.

-About the timer tweaks, i have tried them some times in the past but the results were almost unspottable :/
-All Gpu information bellow. the autoboost throws the clock to about 1392MHz without manual overclocking. mannually clocking i had previously achieved 1440Mhz stable. but the stuttering results where exactly the same - even when underclocking it massively.
-Rocket League on lowest settings and lowest resolution have the stutters. Assetto Corsa on All ultra settings or Firestrike benchmark neither had any stutters at all, so I don't think is related to the bad 500mb memory of the 970.
-I have ordered a Galax SSD of 120gb, soon, when i get it, i'll fresh install windows in it and tell the experience.
-have tried defragging it before, but with no luck too. even on a Fresh formated system i'd still have the problem. PS; i couldn't test yet in other OS like win8, Just in windows 10
-The gpus tested are: GALAX GTX 970 OC edition and PNY GTX 970. the only difference were lower FPS and benchmark results in the pny...

The weakest link is the hdd, if it aint kept defragged that head has to do extra thrashing

Run PSCheck and see if there are clock shifts. You may have turned off multiplier declocking, but it will still declock and cause io stutter when the voltage is above 1.275v in my experience. You need to turn HPC mode on - for high power systems such as yours - for that matter, even then you are limited by TDP interruption.

Hello everyone again!
I've made the tests, PSCheck, HPC Mode on and off, APM mode on and off too, but the results were the same... so I decided to buy and 120 galax SSD and format my system and guess what?
THE PROBLEM STILL PERSISTS.
I've done testing two different ram sticks, but no luck aswell. so, there's just 3 things that can be the issue...

- Motherboard. I have a spare mobo around (asus m5a88 m) to test, but it has just a 4 pin connector to the cpu and I really like to overclock to, at least 4.3, 4.0 in my FX8370E. is it possible in that board?
- Powersupply. there's another generic 600w psu that I could test, but... I don't know :/
- windows 10. maybe?

In your opinion, can a PSU or Motherboard be related to the issue??

Windows 10. I seem to recall a setting, maybe depending on which version of windows, in your color scheme that rotates tool bar colors or even windows background. My issues with win 10 was that it was stealing focus like when trying to rename files, that was in an early version long before they scammed us with these creator updates. So, try this ( famous last words!), open task manager and try to monitor where the stutter might be happening. You should see a spike in activity.

So how do you like the SSD performance other than stuttering?

the system is fast like a bullet compared to the HDDs speed. boots up quickly, load games quickly an in games installed in it, the stutter is smaller but it is still possible to notice something wrong.
I ve tested to system in the Doom 2016 game - a game that I have finished in 2016 and didn't had any problems at all - and now it stutters aswell. every time it happens the cpu metrics go red. and it can be easily reproduced when printing the screen with Steam's F12 key. so... again... using hdd = stutter.

yep your gonna have to monitor which program is causing the stutter. I'm 90% certain its not hardware now.

Have you tried disabling APM in your HDDs? You can use CrystalDiskInfo to do that.
Windows 10 removed support for HDD APM, so it doesn't realize your HDD is in use and puts it to sleep mid-game. Which is fine until you try to open the inventory or something else that has to read the HDD.

That said, this is a problem Windows 10 has with mechanical hard drives. I've never heard of it occurring with SSDs. Still, you can try disabling APM on 1 of your HDDs and installing a game on it to see if it helps.

razaron: thanks for the suggestion. have downloaded it and tested, but... same results...
I have tried to check task manager to find something weird but could not find any apps misbehaving.
as I said, the problem is crystal clear when pressing Steam's printscreen button. every game freezes for a fraction of time when pressed the same way it does when loading textures. My guess is still something between CPU and HDD, cause, like I said, doom metrics go insta red when the stutter occurs. here's a shot:

bad as I hate to say it , but that amd fx / bulldozer line aint helping -

bulldozer pushed over all am had going for them - pile driver pounded it down to nothing -- excavator dug the hole to put it all in

even AMD's at the time said it was a big mistake . ya, I got suckered in to a 990 fx build and that had me after 16 years of building nothing but AMD moved me right over to intel for my first time ever and never looked back. [even had to ditch them AMD vid cards as well ]

lot of forum posts on that [a lot] the put that malware service called win-10 as your icing on that cake

maybe the new threadripper is better as its hyped up to be [ but so was that fx series as well when it came out ]

I understand that, and that is the reason that I've tried the best overclock possible for my system to be, at least less bottlenecked. as you can see, properly made games like Doom I can still get more than 100 fps with almost all setting on Ultra! so, technically, it still got some power.
The second problem is: both my brother and friend played in basically the same system, with crappier mobos and psus - 16gb 1600 ram, 970 gtx, Fx8350 and 8300 - and Neither one of them got this problem!

bad as I hate to say it , but that amd fx / bulldozer line aint helping -

bulldozer pushed over all am had going for them - pile driver pounded it down to nothing -- excavator dug the hole to put it all in

even AMD's at the time said it was a big mistake . ya, I got suckered in to a 990 fx build and that had me after 16 years of building nothing but AMD moved me right over to intel for my first time ever and never looked back. [even had to ditch them AMD vid cards as well ]

lot of forum posts on that [a lot] the put that malware service called win-10 as your icing on that cake

maybe the new threadripper is better as its hyped up to be [ but so was that fx series as well when it came out ]

I hate to say Coonbro but your information is inaccurate and baseless. He's been having problems before then. I've also seen motherboards actually cause problems like this too.

ya the 970 boards were ''funny'' see a lot of that as well like with there low end VRM's [most 4 phase ] running full load power demanding hardware

baseless ? man the forums are full , but you can take it as you want

Then, im between 3 possibilities:
- psu
- monitor (which i doubt)
- windows 10

Do you think that an underpowered psu could have these effects?

My system have all these components:
4 × 120mm fans
H45 watercooler
2 x8 gb ram
2 hdd (7200 and 5900)
1 ssd galax
Gtx970
Fx8370e
Gigabyte 970a ud3p

Do you think that my 650 cm storm could be struggling to keep up?
