Good point. I've seen symptoms similar to OP only once with a dying SSD in my life so far, didn't even come into mind.I’ve never experienced this before but I’ve built and troubleshoot my own PCs and my gut feeling tells me that the ssd could be dying, system freeze every half a second could mean the read and write is bogged down. The second culprit could be the cpu.. that’s my 2 cents I could be wrong I’m here to learn how this get solved

Seems like VRAM on your GPU enters power saving states so deep it's impossible to run desktop at 60 FPS. I'd do the following:when i call my friend on discord and share screen with him the problem fixed right away and when i stopped the screen share the problem returned

My hunch is that it might have a mining BIOS if you bought it used.

yesIs this what your card looks like? VGA Bios Collection: MSI GTX 1060 6 GB |
look i have a big doubt that my case is the problem because i have optiplex 9020 case and when i tried to install the gpu it was very difficult and didn't gave me a tik sound when i installed itYour GPU-Z screenshot shows that your card is only running on 4 PCIe lanes instead of its full 16. Assuming the card is installed in the correct (top-most) PCIe slot you should try reseating it. Make sure there is no dust or other debris in the slot.
