Is the system BIOS up to date?

Even the polling rate of a mouse can cause micro stutters or freezing, turn that down if it is set high.

so what do i do
No nVidia equipment in my workstation stuff so no idea where it is but there should be a setting to shut it off so it's worth a try.

I’ve never experienced this before but I’ve built and troubleshoot my own PCs and my gut feeling tells me that the ssd could be dying, system freeze every half a second could mean the read and write is bogged down. The second culprit could be the cpu.. that’s my 2 cents I could be wrong I’m here to learn how this get solved

Good point. I've seen symptoms similar to OP only once with a dying SSD in my life so far, didn't even come into mind.

Can you check your CPU, memory, and I/O usage with a tool like Process Explorer so we can see what resources are being affected during the freezes?

If you try to copy a file and paste it in a new location on the drive, does it still work despite the freezes? If yes, I would backup your data (files, documents photos, videos, browser bookmarks, etc, etc) before trying any fix.

guys i found something very weird.

when i call my friend on discord and share screen with him the problem fixed right away and when i stopped the screen share the problem returned

soo......what

Chipset drivers up to date ?

Do you have mouse software, or RGB software for your mobo? anything along those lines running when you attempt to record?

Seems like VRAM on your GPU enters power saving states so deep it's impossible to run desktop at 60 FPS. I'd do the following:

1. Remove the GPU drivers using DDU (Display Driver Uninstaller). Don't forget to tick the "disable Windows installing the drivers automatically" box in DDU.
2. Install the penultimate drivers. Not the latest but the ones just before them.
3. If the issue persists then it's likely hardware. If you can get any similar GPU for testing purposes then we'll know if it's the GPU to blame.

Also won't hurt to enable the maximum performance mode in power settings. Press Win, type "control panel" (in Arabic/Persian perhaps..?), then find and select the ultimate performance mode.

Your issue is more like some software issue. You have a spare bootdrive?
Try removing curent drives, put the spare drive and install Windows without Internet.
Install one driver and one software at a time from a USB. (windows can fetch a lot of updates and drives online)
IF all goes well connect the Internet.

I had this issue with software before but could be some failing drive also. Cant know without testing.

when i delete my drivers using ddu the problem fixed but it automatically download drivers and the problem returns

does a loose gpu maybe Couse the problem?

I doubt the gpu being loose would have any bearing on your issue (though it won't hurt to be sure it is properly seated). If uninstalling the driver fixes it, then you've most likely either got software issues or a faulty gpu. Hard to know without more info and diagnostics. When did it start? Any related errors in event log? There are a lot of good techs around here, but they will need more info.

Did you buy GTX1060 used? Get GPU Z and take a picture of the information it shows you and post it.

My hunch is that it might have a mining BIOS if you bought it used.

Your GPU-Z screenshot shows that your card is only running on 4 PCIe lanes instead of its full 16. Assuming the card is installed in the correct (top-most) PCIe slot you should try reseating it. Make sure there is no dust or other debris in the slot.

look i have a big doubt that my case is the problem because i have optiplex 9020 case and when i tried to install the gpu it was very difficult and didn't gave me a tik sound when i installed it

what im i saying is my case os preventing my gpu from plugging up correctly
