I just recently noticed this and I'm not sure if this is a bug or not. From what I can tell the performance and temps aren't being effected. When I first boot up my computer (laptop) the c0% column will remain 0.0 no matter what I do. However I noticed if I put my computer to sleep and look again everything seems to be working and giving different values. Is this working as intended or am I just being stupid?

That is a bug. Try using ThrottleStop 9.2 or 9.2.2 to see if this has been fixed.
