XPS 15 9570 undervolt not working (FIVR is NOT locked)

Hi, I have been trying to undervolt my 9570. Made sure that FIVR is not locked and tried multiple BIOS versions (1.15, 1.24, and 1.25, with factory settings and turned off capsule updates), but voltage offset is not working in TS (9.4). Screenshot:
System specs: i7-8570h, 16gb, 1050ti, Windows 11 pro

If the default turbo ratios are screwed up, or the voltages are screwed up or the memory speed is sky high, it is the Windows 11 virtualization features that are the problem.

Open Windows Features and disable Virtual Machine Platform, Hyper-V, Hypervisor Platform and Windows Subsystem for Linux. You also need to disable Core Isolation memory integrity. After you do this, exit ThrottleStop, delete the ThrottleStop.INI configuration file and reboot. This works for most people.
