Starting at $400, so those 2 fan models are most likely the that.

Triple fan cards have their place in the market.
The last GPU I bought was an Asus TUF 1660S and it was triple fan and quite large, but very cool running.
If the build had limited space, obviously I would have selected a smaller two fan version.

Yea, I agree with you. If you have space go with larger radiator and more fans.

Long, long time ago had gtx 760 with 3 coolers. Even then the card could be cooled with 1 or 2 coolers. Picked 3 coolers so that it would be quiter and cooler. No regrets on my decision.
