I disagree.
I moved from an MSI GTX970 to an Asus RX580 and the difference was noticeable, especially in games like Forza Horizon 3 and Rise of the Tomb Raider, both of which can be very demanding on Ultra.
To be sure, the 8Gb Vram makes a big difference and I'm pretty sure it wasn't the placebo effect.

That 32bit ram made the 970 obsolete quick

Until you need >4GB of VRAM. I would expect it to be pretty close for less than 3.5GB used.

I tested the 970 against an RX580 8GB , didn't notice anything different aside from slightly higher frame rate , not enough (in my opinion) to justify the cost. But thats just me. I knownpeople will drop cash on anything.

Not faulting anyone for anything just to be clear

Not much of an upgrade is it? I tested My gtx970 with a RX 580 when the 580 was fairly new, the performance difference was 10% , often less
Well...Yes&No...first it didn´t cost me nothing as I sold my GTX 970 and for same money get that RX 480(actually earned 5€:))...but you are correct it´s not that much faster but looks like more suitable GPU for the future....all in all a bit faster + 8gb of ram,better DX12 optimazation and possibility for overall driver improvements /AMD FineWine....

Yeah Poralis never quite shined as much as the hype suggested, I mean we are talking about a second "refresh" of a 14nm Polaris part against the much maligned and aging 28nm 3.5GB GTX 970 here.

Lets leave it here though, the cult can and will get angry at this point.

Man...I feel for you....last week I replace my MSI GTX 970 with RX 480 Red Devil....but so far I have good&positive experience tho this card is not much faster and depend of the games sometimes could be even slower in some titles...Anyway I prefered this over the 970 as I have triple monitor setup and for me personally AMD have better settings when it comes to this(especially as my side monitors have different res then my main central monitor).....
Everything that you described point on GPU memory problem....only that I can suggest to you is to try to clean the card and change the thermal paste but if your card is new then just ask for replacment...GL

The MSI RX480 was one of the best performers based upon TPU testing . In their testing the reference card was about 6% faster than the generic 970 and it the MSI card manually overclocks about 12%. The MSI 970 overclocks about 17% .... so , I really wouldn't expect a significant difference in performance.

MSI Rx 480 = 1.06 x 1.12 = 1.19
MSI GTX 970 = 1.17

At 2160p tho the extra RAM would help ... not at 1080p / 1440p tho

GTX 970 is highly overclocked, GPU power draw around 200w, more than RX 580.

750w PSU, no adapters, nothing is shortening. I've taken everything apart.

Perhaps a faulty VRM. Buzzing even when the PSU AC is off.

MSI is typically right up there on power draw... TPU shows peak gaming pull is 192 watts ... and max you can change the power limit is 10% .... so 211 watts. Peak gaming on the 580, depending on model of 200 - 240 watts and the boost slider on power limit goes up to 50%.

Buzzing sounds are often created in speakers from having a GSM phone near a PC ... or a ground loop from having long signal cables. Sound from the card is common enough ... coil whine results from vibration and doesn't necessarily sound like a whine. However, buzzing when the PC is off is indicative that the signal is coming from somewhere else. Make sure everything on the cirv=cuit is OFF as much as possible then disconnect one thing at a time till it stops.

The extra memory should help a lot at least. Seeing a lot of games these days ~5 GiB on 1920x1200.

The extra memory helps, but the memory use in modern games is largely textures. It just doesn't seem worth it to me to spend near $200 just to allow you to use Ultra textures instead of Very High. Especially when the visual difference isn't really noticeable during gameplay.

15 percent faster on 1080p and even more on higher resolutions. 3.3 + 0.7GB vs. 8GB.

The problem with that logic is that the GTX970 and RX 580 don't really give playable framerates at higher resolutions these days. They are both pretty solidly stuck at 1080p. Yeah, the RX 580 is a little faster, and in some cases the GTX970 might require you to drop texture quality, but I just don't feel that is worth ~$200 for such a minor improvement. IMO, you'd be better off holding onto the money, sticking it out with the GTX970 for a little while longer, until you can afford a better upgrade that will give you a significant improvement. I mean, we're starting to see GTX1070 come down to near $300(newegg has one for $315 right now), and that would be a much more solid card and give a significant improvement over the GTX970. And there is a GTX1070Ti on Amazon right now for $350! Yeah, both are more money than what you are spending on the RX 580, but the GTX1070Ti is almost double the performance of your GTX970, not just 15%. Trust me, I get the urge to upgrade calls, but really the money is better spent saving it a little more until you can afford something that gives a more significant improvement over what you have currently.

* Random "CPU overclocking failed" errors at POST.
Both of those are power related issues. Would be concerned about the health of the power supply, especially what voltage 12v is delivering.

* Fans are loud and sometimes run at 100 percent during boot.
Super rare known issue that's nigh impossible to reproduce. In many years of using my R9 390, I only heard it twice. Updating motherboard BIOS might help.

* Artifacts appear in low-perf 3D (PUBG in-game inventory screen) on stock clocks.
Should never happen. What kind of artifacts?


80% says the replacement card should fix the issues. 15% says PSU can't handle the strain. 5% says your computer is possessed by a demon, perform exorcism.

Perhaps an issue with the distribution of power draw. RX 480 was special. RX 580 should be rebalanced. I'd suspect a faulty card. It happens. You'll find out when the replacement arrives.

Why not just return/RMA it and be done with it ? It's clear there is something wrong with it.

GTX 970 has a 145w TDP, RX 580 has a 185w TDP.

VGA fans are controlled by the VBIOS.
Theoretically yes but I think it has something to do with the BIOS POSTing slow. The GPU gets power, the BIOS aren't POSTing yet, the VBIOS freaks out sending fans to 100%, the BIOS POST hits the GPU, VBIOS adjust fan speed to temp (usually 20% or less). It causes that momentary blast of fan RPM.

Black artifacts and graphical anomalies.
Another tick on defective GPU.

My GTX 970 runs with higher TDP (40%) than stock.

And the after-market RX 580 cards are known to go up to 200w when gaming. So at the very least, the GTX 970 isn't using more power than the RX 580, they are using about the same. Which does pretty well eliminate the PSU.

Get a refund on that POS and by NVIDIA. I'm not surprised you have those issues. Replacing NVIDIA with AMD is a downgrade, as you've seen.
