First you should do a fullscreen benchmark to see if the clocks will go up. (Any windowed benchmark is never a good test for that).
Like 3DMark 2013


I would suggest you again in CCC -> Performance -> Overdrive
  1. enable Overdrive,
  2. then move the power slider to the right, in order to allow it sufficient power.
  3. then -slightly- overclock the core using AMD's own Overdrive right there. 50 Mhz up should be enough.
  4. Click Apply.
Otherwise, I would suggest that you install the drivers you got with the card. (as they are older than 13.12 whql first completely clean from AMD drivers).

Just did a furmark test on my card and the core jumps up to 1000mhz (my overclock) and the op's stays at 300mhz so there is defo an issue.

The part of furmark we are reading that says 1000mhz for the ops card is just a reading from bios or the driver and is not the actual clock the card is running at.

And that is what i suggested: slightly overclock the card. It should free the core from any lock it would be stuck in.

And again: run a fullscreen DirectX benchmark. Furmark is OpenGL and you have not been running it fullscreen. At least enable fullscreen and select your native resolution from the dropdownbox before you run it.

Overclock the GPU of 5MHz and test it with GPU-Z built-in render test (Press the blue "?").

the bonaire chip is shrouded with bug like this.
i had actually considered selling off my 7790. but got some drivers that i like. finally.

That's what happened to mine too. It was also very obvious what was happening even without looking at clock speeds given the abnormally low fps (way down in the low 20's). And it happened both fullscreen and windowed in Furmark. And juddered along stuck in idle 300MHz state in a fullscreen game (Bioshock Infinite IIRC - again averaging just 20fps vs typical 60fps a 7790 can do on High preset for that game).

To the OP : If your card ISN'T overclocked, then try a light OC (CCC -> Performance -> AMD Overdrive) as other have suggested above. 5-50MHz will do. And if it IS already overclocked, then try disabling it (untick "Enable Graphics Overdrive" and click "Apply"). Reboot in between just to make sure).

HIS R7 260X iPower IceQ X² 1GB is not.

HIS R7 260X iPower IceQ X² Turbo 1GB:
The card is bios-overclocked out of the box with Up to 1075MHz / 6400 MHz core clock and memory clock respectively,
Both are built on a HIS-custom PCB. That could be the reason your card fails to act on AMD's standard drivers like a Reference card would do.

For both these custom cards, HIS distribute their own custom version of Catalyst: http://www.hisdigital.com/un/download1-782.shtml
This version (likely an older one) is also on the CD you got with the card (and which you should have installed to begin with).
Uninstall AMD's drivers like you did before. Then after the last reboot, install the HIS driver set.

It is very likely that this whole issue is a motherboard BIOS issue!
Your 2011 motherboard has had and fixed compatibility issues with recent (2013) PCI-e / VGA devices.
So far i found:
  • I have checked the HIS drivers, they seem to be just the same as AMD's drivers., nothing special.
  • No review of the HIS cards makes mention of needing to install the HIS drivers from the CD.
So have you checked what BIOS your motherboard is currently running?

Furmark is more of a stress test than a benchmark. It's not uncommon for them to throttle down to prevent overheating (even before you start seeing high temps). This is a "feature" of the current drivers you are using. If the card clocks up in normal games, this is likely it.

At this point, I'd say nuke the drivers and get the latest official ones.

Blin has the right track on this. Update that motherboard BIOS and retest. After that there are other options to consider but one step at a time!

Well, you've made pretty reasonable attempts at troubleshooting and repairing this so far. Since there are other reports of R7 260X cards failing to adjust their clocks properly, and you've only had the card for a few weeks, I'd strongly recommend RMA'ing this thing before wasting any more time on it.
