First you should do a fullscreen benchmark to see if the clocks will go up. (Any windowed benchmark is never a good test for that).

I would suggest you again in CCC -> Performance -> Overdrive
- enable Overdrive,
- then move the power slider to the right, in order to allow it sufficient power.
- then -slightly- overclock the core using AMD's own Overdrive right there. 50 Mhz up should be enough.
- Click Apply.
