Testing please: GPU-Z Resizable BAR Support Report

It may be "flaky", however it is correct in my case.
I had to specifically and manually enable CSM (with "Legacy" mode for PCI devices option), because otherwise platform would hang during POST (with ReBAR option enabled).

Just wanted to show Rebar can work with CSM Disabled (regardless of what GPU-z is showing), that's all.

OK! But how did you specifically disable legacy vBIOS part on your video card? You are saying it boots dark - but that's a symptom of a modded vBIOS that has a UEFI GOP without a proper signature. Otherwise it would display something if booting in UEFI mode. Have you tried to patch up your vBIOS with a magic GOP? That should bring the POST text back when booting in UEFI mode. See the links below for details, the files you should download are "GOP Updater v1.9.6.5.d - magic amd gop.rar" and "GOP Files GOP Tools - GOP Updater 2024-06-02.rar".

Again : It's not "black image" issue in EFI mode, the whole PC WILL hang or "freeze" on POST with CSM Disabled, and I have to click reset to get anywhere at that point.

Tool claims I already have latest GOP ?
I attached vBIOS file that I used on that screenshot (if you want to tinker with it).
Regardless, I wouldn't be surprised if this was some weird MB's BIOS issue (I am using beta one after all).

OK, I think you may have 2 separate issues!

1st issue, it seems you need this setting to have PCIE work correctly (probably independent of your graphics card, notice how BIOS option is not graphics specific - and this what keeps CSM disabled as "NO"):
I had to specifically and manually enable CSM (with "Legacy" mode for PCI devices option), because otherwise platform would hang during POST (with ReBAR option enabled).

2nd issue, something is screwy with your vBIOS that's when booting in UEFI mode, it likely has issues with signature, and stays black until Windows. And note, your video card does boot in UEFI mode, and not in CSM - that's for sure! Do you have the original vBIOS for your card? I ran the regular GOP updater, see below what it says. GOP updater can only increase the version, so you either find your vBIOS with less than 2.8.0, so you can get the magic GOP 2.8.0 on top. Or you can try the regular GOP so it'll boost it to 2.18 - but if the vBIOS signature issue is still there, it'll remain black. If you dig up your original signed vBIOS, you could update regular GOP to 2.18. Or you dig up your modded vBIOS with some old GOP, so you can stick 2.8.0 magic GOP on top of it.

Could you please add an additional check/section for reporting the state of the Smart Access Memory toggle from AMDs Control Panel?

Your BAR is sized at 16 GB, which is "enabled". Are you saying that performance changes when you turn it off in the AMD control panel, yet the size stays at 16 GB?

It is enabled in the bios but disabled in the driver.
GPU-Z should check for the registry (smart access memory) value set by AMDs driver and make it visible to the user.

heres my "X99" its been modded to support rebar. alls good and works well..
