AMD Releases Radeon Software Crimson Edition 16.6.2

Hot on the heels of its Radeon RX 480 launch, AMD released the latest version of Radeon Software Crimson Edition. Version 16.2.2 Beta adds support for the RX 480, and introduces new features such as AMD WattMan, a manual power-management utility, CrossFire toggle, which lets you control CrossFire for supported games via profiles; HDMI scaling, new display color temperature, and Vulkan Version readout. The drivers also add CrossFire profile for "World of Tanks."

I don't have "Wattman" on my R9 270X, is that even going to happen?

I was actually relieved there was no Wattman. I have a Fury so yeah, OC is pointless effort BUT I do use the Temp Target Slider in Overdrive and that is all I use it for. I don't need a page of graphs and sliders just my Temp Target!

Just finished downloading and installing the new driver and I can confirm that there's no Wattman either for my R9 390.

Radeon WattMan is available in the Radeon Settings application of Radeon Software, replacing the current AMD OverDrive™ tab, and is compatible with the Radeon™ RX 400 Series GPUs.

There is a reason behind that. R9 3xx generation doesn't have step voltage control (it only has like 5 steps). RX 4xx does across entire frequency range, just like Maxwell already had and now Pascal in an extended form. That's why only RX 480 gets Wattman and older generations don't.
